Translation:
According to a telegram from Qian Baokang, the head of our organization's medical unit in Changde, Japanese aircraft had spread grains that was discovered to contain Yersinia pestis. We have dispatched expert bacteriologist Chen Wengui to plan the prevention of possible outbreaks and to continue to keep my office and the Department of Health informed.

* Yersinia pestis is commonly known as bubonic plague.
* Dr. Pan Xiao'e, a graduate of Harvard School of Public health, was also known as Pan Ji or Pan Chi. He was appointed the secretary general in early 1940. Prior to this appointment he was the Commissioner of Health of Jiangxi Province.
