The Navy caption for this image says the photo was taken from a blimp with Airship Squadron ZP-32, which was based at the time at Moffett Field in south San Francisco Bay. The harbor buoy seen in the photo (or one very much like it) appears in several photos taken by the Mare Island photographic staff. I believe this photo was taken at the end of the channel for the Napa River just off Mare Island in San Pablo Bay, California.
