I think the man with the pointer is "Pete" Quesada and the man standing behind him is "Lightning Joe" Collins.

Thank you very much for your comment. I have always been bothered by this photo caption. When I first wrote the caption, I relied on my source for the identifications but they never seemed right. After seeing your comment, I looked at other photos of all the men named and I think you have it exactly right. The caption has been updated to reflect this and my comment of 5 Nov 2015 is now outdated. That comment should read:
Collins was the Commanding General of the US Army’s VII Corps. Spaatz was the Commanding General of the Allied Strategic Air Force. Doolittle was the Commanding General of the USAAF 8th Air Force. Major General ER “Pete” Quaseda, Commanding General of the 9th Tactical Air Command. Seated behind Doolittle is Major General Hoyt Vandenberg, Commanding General of the 9th Air Force.

I am reading book written byDoolittle and he doesn’t mention Quesada at all when he was commanding the 8th in WW2;but all the others are mentioned quite a lot!
