Admiral Jonas Ingram was Atlantic Fleet commander at the time and FAdm William Leahy still held the title of Chief of Staff to the President, a position created by and especially for President Roosevelt. Behind Truman is Capt Stuart S Murray, Missouri’s commanding officer.
