I feel sure the gentleman to the immediate right of Churchill is Anthony Eden - Brooke would be in uniform and not mufti. I think they are (in order) - Eden, Marshall then Brooke.

Churchill's left - possibly Paul Tibbets, who sometimes served as Churchill's personal pilot on such trips?
