Aircraft could be the 2nd prototype delivered to the Naval Technical Arsenal.
In 1939 work was started on a high-speed two-seat
reconnaissance floatplane designed by Kawanishi
as the E1K1 Allied code name "Norm"P
powered by 1x1,460hp Mitsubishi MK4D, 14 cylinder air-cooled radial engine driving a set of unique two-bladed contra-rotating propellers, the first of its kind installed and built in Japan.
The front blades rotated in a clockwise direction the aft blades rotated in a counter clockwise direction. To reduce drag, the two stabilizing floats retracted into the wings, with continuing problems during testing, the retractable floats were replaced with fixed ones under the wings.
the single main float under the fuselage, could be jettisoned in case of an emergency to escape allied fighters during operations the main float failed to jettison and were overtaken by allied fighters.
The E1K1 was the last floatplane designed and built by Kawanishi during WWII. Total production was fifteen aircraft, six being lost to enemy the rest to testing and operational losses.
For a reconnaissance aircraft armament was very light 1x7.7mm machine gun and no match for allied fighters.
