- US President Franklin Roosevelt met with Secretary of the Navy Frank Knox, Secretary of War Henry L. Stimson, Secretary of the Treasury Henry Morgenthau, and Undersecretary of State Sumner Welles regarding the possibilities of transferring destroyers to the United Kingdom.
